Yeah, that's true, but it's not true that it grows back to that. It is like you cut the thin end of the hair, and coz it grows out from the follicle the new end stays the cut end. And it still looks thicker when you let it grow. But every hair has his own growing circle: It grows it stops, then it fall out. Then from the same follicle a new hair grows. And that new hair has this very thin end again...until you shave it again.

If she has taken wax it hadn't been like that. If your mom's friend still shaves her mustache tell her to take wax. So she pulls out all the hair off the follicle and the new hair which will grow then has the thinner ends again and it will like like before.

waxing is the best becuz it pulls the hair follicle, not just off from the skin's surface. it grows back slower dat way and thinner!
Umm...it only seems that it would grow back slower and thinner. But it isn't like that. I told that every hair has his own growing circle. So if one hair is just growing the other one just falls out. And if you pulls out all your hair with wax there are first only some hair which grow back. And about the thinner thing I told up that the ends are always thin.
The good thing if you take wax you always pull out and pull out the hair and that can make the follicles unable to produce new hair.
